is there any way to make a backyard pond without using a frame,pump, or aerator?

i want to make a backyard pond but also want to save money so is there any way to make one for a few goldfish only without using a backyard pond frame, and aerator, or a pump?

Yes, you can. You really need a butyl rubber liner so the water stays where you put it. With one bunch of submerged vegetation per square foot of pond surface and at least 50% of the surface covered with floating vegetation, you will be fine. Does someone online sell a 30 gal. Aquarium W/ Top and light and pump/aerator?

Would this be big enough for 2 plecostamous, 3-4 catfish? What kinds of other fish should go in with the pleo and cats???

People on craigslist do all the time, 30 gallons would be big enough for one dwarf pleco, all non dwarf plecs need a larger tank. You should never have more than one pleco in a tank, They may seem to be getting along fine, but plecos hate other plecos, and will fight to the death during they night.
Almost any fish can live with a pleco in an aproprit size tank, slow moving,larger flat fish like discuss, or goldfish are not recomended because they somtimes start sucking at their slime coat. There a millions of species of catfish so I cant exactly answer that question, sorry

so, if i dont need an aerator in my saltwater aquarium, then i also dont need an air pump?

That’s correct. A good power filter will do much more for oxygenating your tank.
